Since the Imperial Military only moves for the purposes of maintaining Imperial control over a region, and there is no such thing as an Imperial Police force, the Assassins Guild often takes the place of a justice system on old Imperial worlds. Lower-ranking members serve as investigators and executioners, while Masters and Guildmasters serve as judges. On some worlds, the Guild functions in much the same way as any other police force would, save that there is no need for the accused to show up at his trial - which is really only the judge going over the evidence and deciding whether he is guilty - and that the execution is carried out like any other assassination contract.
In these cases, the Guild enforces the law of these individual planets on a contract basis. This means that they are not enforcing Imperial Law, but the law an individual world or culture has set down for its citizens, apart from that of the Empire. In particular, it should be said that Imperial Military, Gelaan, and members of all the Guilds are exempt from such contracts.
