    Not all subjects of the Empire are citizens. Most Terran humans are not citizens, by their own choice. All it takes to become a citizen is an oath of loyalty and a year of service to one of the Guilds or a six-month tour in the military. Citizenship grants the right to join one of the Guilds as a full member and the right to use the services of the Guilds, for a price.
